Would some Rudy Giuliani supporter, or perhaps a campaign staffer, please write and explain to us the value of a home mortgage interest deduction to someone who does not pay income taxes.

The purpose is twofold;
The deduction, comes back to the homeowner in the form of a bigger refund. They just don’t CALL it that, in Rudy’s proposal.
The other purpose of course is buying votes.
