James Watson, as quoted by Reason Magazine:

“There is no firm reason to anticipate that the intellectual capacities of peoples geographically separated in their evolution should prove to have evolved identically. Our wanting to reserve equal powers of reason as some universal heritage of humanity will not be enough to make it so.”

Evolution is a process in which a species adapts to its environment.  There is no reason to suppose that two populations, in two separate environments would evolve the same.  Yet it is political suicide to suggest otherwise.

Racism is an assumption based on race.  Therefore to assume that two races are cognitively equal is in of itself racist.

So Watson’s observation is not racist.  It is not an assumption. However those who would disagree with Watson are themselves racists, in that they are assuming equality where none has been shown to exist.
